Large areas of the Welsh town of Monmouth were submerged after Storm Claudia brought heavy rain to England and Wales from Friday into Saturday.
South Wales Fire and Rescue declared a major incident, urging the public to stay away as fast-moving water, blocked roads and pressure on infrastructure created dangerous conditions.
The storm, which reached the UK and Ireland on Friday, caused widespread torrential rain and localized flooding.
A yellow rain warning remained in place for parts of England, Wales and Northern Ireland. Storm Claudia had earlier affected regions of Spain, Portugal and the Canary Islands.
