Surveillance video shows moment ICE vehicle strikes man in Houston

New footage shows the moment 48-year-old Miguel Parra-Hernandez was hit by an ICE officer’s car in Houston, Texas. ICE says it attempted a traffic stop and the people in the car ran away. Parra-Hernandez has undergone surgery for his injuries, but remains with ICE officials.
